Even though I fixed the unit that had developed open circuit, on unit, other tinsel lead to voice coil wire connection can still develop circuit. Since then I never had the opportunity make any use of them. And to my surprise I found out one of the units showed open-circuit. And the other unit also can result in open circuit due to glue copper corrosion and its age.
Original owner had caused some screw marks on the rear of basket frame as can be seen in pictures. They had been sitting in their boxed since then. I cleaned up the disconnected solder join, and was able to tinsel lead remainder of voice coil wire. Then glued back to the cone and covered both side with a glue that is not contact cement.
As a result I am selling these units as-is!!, And pricing them for someone who can except the risk that will start developing open circuit and willing to take of repairing when happens. Used 2004 build Scan-Speak 15M/4531K00 Revelator 15 cm Midrange driver, Sold As-Is. On the unit that showed open circuit, I was able to scrape glue at back of cone and one side revealed wire had corroded disconnected from tinsel lead. The other side even though had some corrosion started, good connectivity still.
I also found another Scan-Speak tweeter had bought around same time that was brand new and sitting in its box developed open-circuit. I attached the before and after pictures of repair did. This repair didn't require removal of the cone assembly from frame, there was enough access to reach tinsel lead voice coil solder points basket openings frame. The glue that bonds the tinsel lead to voice coil wire solder point back of cone was a slow corrosive agent copper wires, which is theory behind it.
Some internet search revealed that this was a known issue with old Scan-Speak units. After this, the unit tested good and plays music now.
